speech by President Johnson:
"As your new president, I am here to announce my plan for reconstruction of the nation. Due to former President Lincoln's assassination, we must keep the nation moving towards prosperity. We will keep his Ten-Percent Plan, which gives any Confederate state the right to form a new state government after 10% has pledged allegiance. On top of this, I have more to add. My plan is known as President Reconstruction, and is slightly different than Lincoln's. I am given all remaining Confederate states, including Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, and Texas, the chance to be readmitted into the Union. Each of the following conditions must be met: Each state must withdraw its secession, swear its allegiance to the Union, cancel Confederate war debts, and give consent to the Thirteenth Amendment. Under this amendment, slavery will be abolished. I also wish to prevent the most high-ranked Confederates and Southern landowners from taking the oath needed for voting. My belief is that white men alone must manage the South. Former slaves shall not gain the right to vote. Thank you for your time!"
